Condom Distribution in the Philippines

In spite of conservative opposition, especially from the Catholic Church, the Philippines’ Department of Health (DoH) continues giving away condoms, or prophylactics to “people who need them” to help prevent the spread of sexually transmitted diseases. Other DoH strategies include education of the youth, workers, Filipinos overseas, as well as tourists and transients who visit the country. The DoH head said they would tap stand-by funds provided by international agencies, as in the 2010 DOH budget, no funds were appropriated by Congress for the procurement of condoms.

34 Million Dollars to Help Prevent AIDS

The news agency AFP released an article regarding the second phase of a social marketing program which is locally coordinated by Endémies en Afrique Centrale (OCEAC) and financed by Germany’s KfW:

 

BRAZZAVILLE (AFP) – Germany has provided 23 million euros (34 million dollars) to help prevent AIDS  in central Africa, the Organisation for the Coordination of the Struggle Against Epidemics in Central Africa (OCEAC) said Tuesday.

This aid, which covers the period 2009-2012, was given to OCEAC and follows a first grant of 10 million euros in 2007.

The Germany-backed project has three objectives: to ensure that condoms and female safe sex aids are available throughout the region; to educate people in order to change risky behaviour patterns; and to reduce the harm caused by the stigma and the discrimination practised against people living with HIV/AIDS.

OCEAC consists of the five nations in the Economic and Monetary Community of Central Africa (Cameroon, the Central African Republic, Chad, the Republic of Congo and Equatorial Guinea).

In the region, the incidence of AIDS varies between four percent and 12 percent of the population, according to different countries and sources.

The Center for Health and Gender Equity (CHANGE) and Centre for Population and Development Activities (CEDPA) in partnership with UNFPA is holding an advocacy training to build the advocacy and technical expertise of women and men who are working on the frontlines in the fight against HIV and AIDS in Southern Africa. The training is being held in Swaziland, December 15 – 19, 2009.   There is space for 20 participants, 5 participants from each of the four focus countries: Swaziland, Malawi, Zimbabwe and Zambia.

Forum on HIV, Human Rights and Men Who Have Sex with Men

The forum took place September 16th 2009 in Washington D.C. and was organized by UNAIDS in collaboration with the HIV Policy Working Group on Men Who Have Sex with Men and Other Sexual Minorities, and in cooperation with congressman Howard Berman and congresswoman Barbara Lee.

The Forum was held to raise attention to the human rights issues that affect men who have sex with men (MSM) and other sexual minorities, as well as the policy and structural barriers that prevent MSM and other sexual minorities from accessing HIV services, including prevention, treatment, care and support.

The meeting also facilitated a conversation on how US policy makers and AIDS organizations could support PEPFAR countries in national AIDS responses that are relevant to men who have sex with men.

Battle in Uganda Over Female Condoms

In July the government of Uganda decided to re-launch a government sponsored Female Condom program and gained a lot of support. But major donors of HIV/AIDS-prevention programs decided not to back the plan. They ask why to invest in an expensive product which faces scepticism from potential users while less expensive methods are available. Opponents of the program fear that the government may move away from existing programs. Proponents state that the Female Condom needs time to gain acceptance. They emphasize the importance of increased choice and the possibility to protect themselves against HIV infection it provides to women. According to Time Magazine, “Uganda’s female-condoms initiative has become the latest example of the limitations faced by governments, advocacy groups and donors in the fight against the virus.”

ICAAP: Call for stronger Commitment to Universal Access

icaapMore than 3000 delegates took part in the 9th International Congress on AIDS in the Asia and Pacific which was held from August 9th – 13th 2009 in Nusa Dua, Bali, Indonesia. The theme of this year’s ICAAP was „Empowering People, Strengthening Networks”.

The opening included calls for a strengthened commitment to achieving Universal Access and providing prevention, care, support and treatment for those who need it most. During the following days 150 presentations in five plenary sessions, three keynote speeches, 24 symposiums, and 31 skill buildings took place. Furthermore 339 oral presentations were held and 1122 posters presented.

15 countries (Australia, Bangladesh, China, Fiji, India, Japan, Malaysia, Myanmar, Pakistan, Papua New Guinea, Samoa, Switzerland. Taiwan, Thailand and Vietnam) took part in the Asia Pacific Village. The Asia Pacific Village was open to the public to draw public attention through interactive discussions, media campaign, and art and cultural performances.

Indonesian First Lady and AIDS Ambassador, Her Excellency Hj. Ani Bambang Yudhoyono, and other AIDS Ambassadors urged nations to work towards implementing the Declaration of Commitment adopted at the UN General Assembly Special Session on AIDS in 2001 and the Political Declaration of 2006, despite the pressures of the global economic crisis.

Report on Countdown 2015 study tour to Zambia

A report on the study tour of European Parliamentarians to Zambia announced here has been released by EPF.

During their week-long stay in Zambia, from 16-23 May, European Parliamentarians from the Netherlands, the UK, Ireland, Scotland, Sweden and Azerbaijan gained first hand information about the population’s unmet sexual and reproductive health needs as well as the reproductive health situation in a country where young people represent more than 70% of the population, where the birth rate in rural areas, where nearly 60% of Zambia’s 12m population resides, is amongst the highest in Africa (between 6.9 and 7.5 children) and where the HIV/AIDS prevalence rate lies at 14.3%. 57% of people living with HIV/AIDS are women and the epidemic continues to pose one of the most significant development challenges to the country.

The joint study tour co-organised by the Swedish Association for Sexuality Education (RFSU) and the European Parliamentary Forum on Population and Development (EPF) was held in the framework of the Countdown 2015 Europe project and hosted by the Planned Parenthood Association of Zambia (PPAZ) and Youth Vision Zambia (YVZ). Focusing on the sexual reproductive health and rights situation as well as the availability of and access to reproductive health supplies, delegation participants were able to meet with the main stakeholders and decision makers in this field. These included the Ministry of Health, the Mayor of Lusaka and district commissioners of Lusaka, Kafue and Choma (the latter ones being rural areas) but also representatives of the donor community such as DFID, USAID, SIDA, the Worldbank and the EC Delegation in Zambia. Meetings with UNFPA representatives, Marie Stopes International, and various community and outreach projects in urban and rural areas complemented the picture of the SRHR and RHS situation on the ground in Zambia.

This wide range of stakeholders involved in meetings allowed the European delegation members to gain first-hand experience of domestic living conditions in both urban and rural areas, the complex inter-related development issues, and the relationship between NGOs, the public sector and the international community. “If every Zambian would use a condom, we could only have sex three times a year”, a PPAZ representative described the reproductive health supplies situation in his country. Lack of youth-friendly health services, a massive brain drain of health workers, especially doctors and nurses, the lack of well-trained health personnel as well as the poor access to health facilities, predominantly in rural areas, have been identified as challenges for the development of a strong health system in Zambia.

In spite the strong donor and government commitment to SRHR and contraceptive security, long-term funding for contraceptives remains inconsistent and stock-outs at health facilities are common. During a retreat meeting between Zambian MPs and the European Delegation members, focus was laid on the importance of a legislative enabling environment to ensure political long-term commitment for health and to enable Members of the Zambian Parliament to hold their government accountable on these commitments. The adoption of the draft law on Reproductive Health that has been under discussion for the past seven years now was identified as an essential step in the right direction.

“HIV Prevention, Reproductive Health Supplies,

and Sexual and Reproductive Health and Rights

in the Asia and Pacific Regions”

This is to inform you about a two-day advocacy training to strengthen capacity of civil society on reproductive health (RH) supplies advocacy in the Asia and Pacific Regions, ahead of the International Congress on AIDS in the Asia and Pacific Regions 2009 (9th ICAAP, August 9-13 2009, Nusa Dua, Bali).

Jointly convened by the Asia Pacific Alliance (APA), its member organization Family Planning International (FPI) New Zealand and the German Foundation for World Population (DSW), this meeting aims to contribute to a supportive political and financial environment for access to RH supplies in the Asia and Pacific Regions by promoting and fostering NGO leadership and strengthening the advocacy capacity of its participants on the issue. The training will be held prior to ICAAP and aims to address the linkages between HIV prevention and SRHR programs and the major role RH supplies can play in this context.

The main objectives are:

  • Increase understanding of the situation, needs and diversity of reproductive health supply challenges in the Asia and Pacific Regions;
  • Improve understanding of the linkages between RH supplies and internationally agreed development goals, such as the MDGs, and the role of RH supplies in preventing HIV;
  • Strengthen advocacy skills and develop key messages to be used during the 9th ICAAP on meeting the RH targets of the ICPD Programme of Action and the MDGs;
  • Provide advocacy tools to strengthen the capacity of NGOs to advocate for increased support for RH supplies;
  • Ensure RH supplies solutions are included in the closing summaries of the 9th ICAAP.

APA, FPI and DSW have been raising awareness on the importance of RH supplies through “Project Resource Mobilization and Awareness” (Project RMA). Project RMA is a partnership of the German Foundation for World Population (DSW), Population Action International (PAI) and International Planned Parenthood Federation (IPPF) and aims to create an environment conducive to political support and to secure increased financial resources for reproductive health supplies. With the support of Project RMA, APA and FPI strengthen the advocacy efforts for increased access to RH supplies at the regional level in the Asia and Pacific Regions.

DSW Intervenes with G8 Health Experts Group

German Foundation for World Population (DSW) joined 14 other civil society leaders invited to provide official recommendations to the G8 at their 2nd 2009 Health Experts Meeting in Venice, Italy on March 27th.

DSW urged the G8 to specify concrete actions and a timeline to implement its commitments in support of the health MDGs, especially MDG5. Ms. Hoehn, DSW’s Vice Executive Director, emphasized the need for G8 and partner country governments to have a fully funded budget line for provision of sexual and reproductive health (SRH ) information, services and supplies in developing countries; for health system strengthening initiatives to build efficient and sustainable supply chains for procurement and distribution of reproductive health (RH) supplies and to assure that the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) produces accountable results for integration of RH with HIV/AIDS and malaria programming.
