South African citizens who took a test in the country’s largest HIV/AIDS campaign have been given 100 free condoms each, a media report said. Responding to President Jacob Zuma’s call for everyone to know their HIV status, South African citizens came out in thousands to get tested for HIV at the launch of the HIV, Counselling and Testing (HCT) Campaign Sunday, BuaNews reported. The campaign will conduct tests on patients at the entry points in all health institutions and hopes to get up to 15 million people tested by June 2011.

The British government announced to send 42 million condoms to South Africa in response to a request for an extra billion as part of an HIV prevention drive before the 2010 Soccer World Cup. During his recent visit to the UK, President Jacob Zuma requested help in stockpiling sufficient condoms for the expected influx of thousands of football supporters.
The South African government estimates that up to half a million visitors could travel to the country, raising fears of a rise in prostitution and sex trafficking from neighbouring countries and eastern Europe, and creating a potential HIV time bomb.

In spite of conservative opposition, especially from the Catholic Church, the Philippines’ Department of Health (DoH) continues giving away condoms, or prophylactics to “people who need them” to help prevent the spread of sexually transmitted diseases. Other DoH strategies include education of the youth, workers, Filipinos overseas, as well as tourists and transients who visit the country. The DoH head said they would tap stand-by funds provided by international agencies, as in the 2010 DOH budget, no funds were appropriated by Congress for the procurement of condoms.

Local Condom Production in Bangladesh

The Family Planning Association of Bangladesh (FPAB) and civil society partners have been working closely with the government to encourage local condom production. In January 2010, the government announced that it would start producing condoms with immediate effect.
The issue was first raised at a seminar in Dhaka, Bangladesh in June 2009. FPAB launched the research findings on the economic and human impact of stockouts. A series of recommendations were made to the Ministry of Health and Family Welfare, one of which was to increase local production of contraceptives to increase stocks and reduce shortages.
FPAB and their partners used their access to government and relevant committee meetings, including the recently reformed Logistical Coordination Forum to raise the issue. This increased support and in January 2010 the Ministry announced production would begin and distribution will begin in June 2010.
