Distributing Female Condoms in the Philippines

The Philippine’s Department of Labor and Employment (DOLE) envisages to distribute female condoms in workplaces nationwide to protect women workers from HIV/AIDS infection. Female Condoms are not available in the local market in the Philippines and various DOLE agencies are looking for ways to implement a program to provide free condoms for women workers, who are often forced into sex by their husbands. The DOLE will also order all commercial establishments to strictly implement anti-AIDS programs.

Distributing Female Condoms in Washington DC

In March, health officials announced to promote the use of and distribute Female Condoms in Washington DC. As HIV rates in the area are high, the MAC AIDS Fund donated $500,000 to provide the Female Condoms in a public private partnership. The partnership consists of the Fund, the District of Columbia, the CVS Drugstores, which are distributing the female Condoms, and the Female Health Company, the manufacturer of the Female Condom.

Free Female Condoms in Rwanda

The Rwandan government aims to significantly increase the use of male and female condoms. The governemnt launched a three-month campaign, which focuses on high-risk groups such as sex workers and discordant couples, in December 2009. The campain aims to change attitudes to the use of condoms and to reduce HIV infections among the youth by at least 50 percent. It is estimated that the average number of condom use per year in Rwanda by sexually active people is three only. Female condoms are now distributed free of charge, while male condoms are subsidized and a pack of three is available for US$0,17.

Report on “Universal Access to Female Condoms” Meeting in Amsterdam

The “Universal Access to Female Condoms” (UAFC) International Platform met on October 6th and 7th 2009 at the Royal Tropical Institute in Amsterdam, the Netherlands. Over 40 participants extensively discussed the ins and outs of female condom programming and advocacy. Participants represented civil society organizations, national governments, donor agencies and UN organizations. A Nigerian bishop was present as “Female Condom Champion”. The platform meeting was part of the international advocacy component of the UAFC Joint Programme. The purpose of the Platform Meeting was to broaden and strengthen the support base for the female condom, to share knowledge and expertise and to solicit explicit commitment of stakeholders.

In the WomenWON’Twait blog Kimberley Whipkey states that Female Condoms are the only exisiting prevention method “designed for women to initiate that protects against HIV, STIs, and unintended pregnancies” and that the Female Condom is a solution to put the power of prevention in women’s hands.
Kimberley also emphasizes the importance of Female Condoms while other female-controlled methods of prevention like microbicides are not yet available and asks the reader to join the Prevention Now campaign, which demands increased access to Female Condoms worldwide.
Female Condom Distribution in Southern Africa

IRIN/PlusNews has compiled a list illustrating female condom distribution in Southern African countries.
The authors state that 15 years after the introduction of the female condom (FC) has been introduced, “it is still largely marginalized and inaccessible”. The list provides information of distribution of the FC in Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia, and Zimbabwe. While access to the FC remains low in most listed countries, the government and partners have distributed over five millions FC in Zimbabwe.

A side event entitled “Female Condom Advocacy and Programming: breaking down the barriers!” takes place Tuesday, 1st of September 2009 from 18:00 to 19:30, in room Estrel Hall C. as part of the Global Partners in Action: NGO Forum on Sexual and Reproductive Health and Development in Berlin.
Panelists are

Ilze Smit, Advocacy Officer for Universal Access to Female Condoms Joint Programme, World Population Foundation, and
Kimberly Whipkey, Senior Associate for Advocacy and Outreach, Center for Health and Gender Equity (CHANGE) and Prevention Now! Campaign.
At this session, panelists and participants will discuss the following questions: What is the current state of affairs of the female condom? What are the barriers for universal access? What are examples of successful female condom programming, policy advocacy and network-building? What can we do as NGO participants to make a difference?
The event is hosted by the William and Flora Hewlett Foundation and the Bill and Melinda Gates Foundation. The event is open to participants outside the NGO Forum and participation is limited to 120 guests.

High Cost and Scarcity of Female Condoms in Rwanda

According to Population Service International (PSI) cost and scarcity are still problems regarding the availability of female condoms in Rwanda.
One female condom is available for the price of a box of male condoms, if it available, PSI’s quality manager Bernadette Ruhunga stated this during a sensitisation session for the 224 employees of the Social Security Fund of Rwanda (SSFR).

Improve Accessibility of Female Condom 2

The Female Condom 2 costs one-third less than its predecessor FC1 but is still 15 times more expensive than male condoms. The FDA approval in March 2009 gives USAID the possibility to distribute FC2 overseas. This may help to raise numbers of female condoms distributed globally, and thereby drop prices for public-sector distributors for each FC2 as low as 25 cents. Its commercial price in the U.S. generally has been more than $2.
While in the U.S. there has been a strong bias against FC2, resistance is less of a problem in some developing countries. The U.N. Population Fund (UNFPA), government agencies, and nonprofit organizations are aggressively promoting female condoms in places such as Brazil, Ghana Zimbabwe, and South Africa. Demand for female condoms has been raised but cannot be met because accessibility is still low.
